Lifehacker - Five Best Image Editing Tools

The image-editing tools up for comments in this recent Lifehacker article are both free and commercial: Picasa, Gimp, Photoshop, Paint.net, and Lightroom. One of the best parts of this post are the comments, which compare and contrast features of these image editing tools (and others not included in the 'five'), as well as value-for-price comparisons.

If you need to pay for photo-editing software and don't have a student discount or a generous employer, I've found that Amazon.com usually has the most reasonable prices, even taking into account some discounts--like the NAPP discount, for example.
